CCEM Initiates Dialogue with Communities in the Republic of Moldova as Part of the Final Environmental and Social Impact Assessment for the “Liberty Line Strășeni–Gutinaș”
Between 29 September and 1 October 2026, a delegation comprising representatives of the U.S. Department of State (DOS), the U.S. Embassy in Chișinău, Black & Veatch (USA), Sinergetika (Republic of Moldova), and the Energy and Environment Consulting Company – CCEM (Romania), under the coordination of S.A. Moldelectrica, carried out a field mission along the proposed route of the 400 kV overhead transmission line “Liberty Line Strășeni–Gutinaș”, covering the section located in the Republic of Moldova.
The mission covered the districts of Hîncești, Nisporeni and Strășeni, marking the first step in direct dialogue with the communities located in the vicinity of the proposed route, as part of the Final Environmental and Social Impact Assessment (ESIA – Stage II), undertaken in support of obtaining the environmental permit in accordance with the legislation in force in the Republic of Moldova.
As the developer of the ESIA Report, both for Stage I (Preliminary ESIA) and Stage II (Final ESIA), CCEM conducted field visits and meetings with representatives of local public authorities to complement the existing technical information and identify potential sensitive features along the proposed route. These included sensitive or protected natural areas, infrastructure assets, community and residential developments, cultural heritage features, land ownership and land-use patterns, agricultural crops, and the potential presence of vulnerable groups.
The dialogue took place through meetings held at five local mayoralties and two district councils. On the final day of the mission, the project team also met with representatives of the central public authorities responsible for areas relevant to the project, including environment, water resources, forests, cultural heritage, regional development and land improvement.
CCEM team, coordinated by our Project Manager Dr. Claudia Tomescu – will continue this engagement in spring 2027, so that, by the time of the public consultation and hearings enrolled according to EIA procedure, are adequately informed and able to actively engage in the process.
