Authorisations and Permitting


CCEM has the capability to deliver all documentation required for permits issuance for greenfield or brownfield projects, including:

  • Application Forms: Completing forms specific to the type of permits needed (e.g., plant operation; construction or demolition; site organisation and management; fire-fighting; environmental; IPPC (Integrated Pollution Prevention and Control); urbanism; water management; electricity and gas grids connection; sanitary; State Inspectorate in Construction; Aeronautical Authority; etc.);
  • Site Plans and Surveys: Detailed drawings indicating the project layout, infrastructure, utilities, and land use. For brownfield projects, this will include existing site conditions;
  • Environmental Impact Assessments (EIAs) / Environmental and Social Impact Assessments (ESIAs): Reports evaluating potential environmental effects (air, water, soil), and biodiversity. For brownfield projects, assessments of existing contamination and proposed remediation plans may be required.
  • Regulatory Compliance: Proof of compliance with local, national, and European regulations concerning environmental standards, land use, urbanism, and safety.
  • Remediation Plans (for Brownfield): If the project involves a previously contaminated site, plans outlining how the contamination will be addressed and mitigated.
  • Public Consultation Records: Records demonstrating community engagement or public consultations regarding the project, especially for developments affecting the local community.
  • Supporting Studies or Reports: Any additional studies, reports, or analysis requested by regulatory authorities to evaluate the project’s impact.

Engineering (basic and detail design)


CCEM engineering services (FEED), for greenfield | brownfield projects, are provided to both domestic and international clients encompass:

The design activity is supported by engineering softwares as PV Design, Thermoflow, 3D (i.e., EPLAN, PSS®E, etc.), GIS and GPS technologies enhancing performance and efficiency for CCEM’s experts.
Our specialists start from ground-zero design for new investments or develop documentation for as-built / retrofitting / repowering / upgrading of existing industries/infrastructures, thus extending our services to preparing PUG (General Urban Plan), PUZ (Zonal Urban Plan), PUD (Detailed Urban Plan), and Site Plans.

Project Management and Onsite Supervision


Our certified project managers have the ability tailor solutions in order to meet clients’ specific needs, ensuring timely and cost-effective project delivery, using Microsoft Project.
Project management services are provided to optimise energy systems and environmental sustainability. Our expertise spans across various domains, including energy system management, integrated waste management, building management, smart metering systems, land use optimisation, risk management, and more.
Additionally, our PMs maintain close relations with the client, offering technical assistance throughout project implementation, in connection also with the general contractor.
